Set Up CARM Client Portal
​​​​​​1. Click Here to access to CARM Client Portal to Register your business

Note that you can sign in and register using an approved sign in partner (banks) or create a GCKey. The government of Canada seems to be centralizing access to their services using the GCKey, so we recommend you use this method. Access is granted per individual and a shared company sign on should not be created
​

2. Click on REGISTER YOUR BUSINESS but make sure you do not initially click on request approval. This is used later once the portal is set up and employees want to request access.
​
3. When entering company information, it is very important that the info matches what CRA has for you. We recommend logging into CRA website if possible or confirming with them. A misplaced period or comma will affect registration. If you operate as a numbered company DBA a tradename, please initially use the numbered company.

4. For your import account number, company information and GST totals, please Click Here to contact Jason (our CARM Specialist).

5. Once you have access, there should be a notification from us to delegate authority which can be completed following the steps below. Calgary Customs Brokers would need “business manager” access and there is a box to check for us to see other transactions (this will enable us to correct entries made by other parties, such as couriers). This can be found on the right hand side of the home page about halfway down, in a box called MOST REQUESTED. In that box is a link for MANAGE PENDING THIRD PARTY REQUESTS. Once you hit click here it will take you to a page that looks like an Email home page. Under RECEIVED REQUESTS you can approve our request with the green checkmark to the right.
Please enable all the checkmarks under Transaction Visibility Rules and assign us Business Management.

NEXT STEP: CONTINUE TO RPP REGISTRATION

CAUTION: You will likely have similar notifications from couriers, we would suggest a lower level of authority for them. You can also decline other requests (we are finding some companies have requested from clients that they have not had in years).

Release Prior to Payment (RPP) & Financial Security
​​Once registered on CARM, you will go on to the next step: registering for RPP. This will require you to post financial security in the way of a Bond or a Cash Deposit. This is MANDITORY. A list of Bond companies can be found in the CARM portal and we can also issue a bond for you!

1. Log into your CARM portal page to Enroll in RPP

From the home page click MENU and from the drop-down MENU click ACCOUNTS AND PROFILE

Click on PROGRAM ACCOUNT PROFILE
-
Click on SUB-PROGRAMS
-
Check if there is anything under ACTIVE / SUB-PROGRAM TYPE - If it says RELEASE PRIOR TO PAYMENT (RPP) then you are already enrolled and are compliant.

If there is nothing listed under ACTIVE / SUB PROGRAM TYPE (no rows to show) then continue to step 2
STEP 2: Click on Enroll in a sub-program (located at the bottom of the page)- DO NOT CLICK REQUEST DISENROLMENT!!!

Under Enroll in a sub-program click the button beside RELEASE PRIOR TO PAYMENT (RPP)

Click on ENROL IN A SUB PROGRAM

SCROLL DOWN the page to the system calculated security requirements under the CALCULATED SECURITY REQUIREMENT

THIS AMOUNT IS THE AMOUNT OF FINANCIAL SECURITY THAT IS REQUIRED​
-
Answer NO to the question asking if you are requesting a modification to the security requirement calculated by the CBSA (the reason is this will lead to a review which will take some time)

STEP 3: Set up Bond

Click START ​

A bond is required at this point, and can either be a cash bond (self-funded by your organization) or a paper bond which is an insurance product that will cover your financial security requirements for an Annual Premium, based on the size of the bond.

If you would like to add a cash bond see below LEFT SIDE (STEP 4)

If you would like to have a bond issued for you see below RIGHT SIDE (STEP 7)
If you already have a bond set up and it's not posted see below RIGHT SIDE (STEP 8)​​​​​​

Cash Bond
STEP 4: Add the bond details​

Select ADD BOND And select CASH on the bond type

CLICK NEXT

Fill in the boxes under Bond Details

BOND NUMBER is any five digit number you can use 12345
-
CBSA program - IMPORTER
-
PROGRAM ACCOUNT NUMBER should be auto filled, but select it if it isn’t
-
Bond Amount – The amount of the bond is the same as the required amount above
-
Validity Period – will be filled in with today’s date
-
CLICK SUBMIT
STEP 5: Pay for the Cash Bond

Under CONFIRMATION OF SUCCESSFUL BOND POSTING click MAKE A PAYMENT

Enter the amount you would like to pay and click MAKE PAYMENT CARM only allows payments up to $4999.99 at a time, you may need to make several payments for amounts over $5000.00 dollars.

Follow the steps in the Moneris page to make your Credit Card payment and click PAY

You can then Print a receipt or go Back. For amounts over $5000 dollars repeat the steps until you have paid the entire amount
STEP 6: Apply your bond and finish your RPP process

From the home page go to MENU and click on FINANCIAL INFORMATION – THEN CLICK ON FINANCIAL SECURITY

Scroll down to the Bond list at the bottom of the page and click CASH. The bond will appear on the list of cash bonds. Status will be REQUESTED. It may take some time for that to change from REQUESTED TO PROCESSED.

Once the bond is created you must now go to Home page and click PAYMENTS then click Allocate Credit as Payment

This will display a list of transactions and your new bond will be listed as SECURITY DEPOSIT. For this step DO NOT apply the credit to any other transaction or you will need to pay for the bond again.

Apply payment to SECURITY DEPOSIT by checking the box next to SECURITY DEPOSIT. If SECURITY DEPOSIT is not showing up yet it has not been fully processed and you will have to continue to wait.

CLICK SUBMIT

Your Cash bond is now Complete and will show in your Transaction History as FINANCIAL SECURITY COVERAGE LIMIT

STEP 7: Request a Bond

IF YOU ARE INTERESTED IN A NON-CASH BOND, PLEASE EMAIL US using teh form below requesting a bond and we will send you the price and further details. Please ensure the contact in the form is someone who is authorized to obtain a bond on the companies behalf, and is typically a signing authority.

STEP 8: My Financial Security is Not Showing as Processed right away.

From the home screen CLICK ACCOUNTS AND PROFILES

CLICK PROGRAM ACCOUNT PROFILE

CLICK SUB-PROGRAMS

IF it says RELEASE PRIOR TO PAYMENT (RPP) UNDER ACTIVE then you are done. You can also see the request status has been changed to processed.

If there is nothing in the Active box and the Request Status is PENDING please look to the right of the of the Status under ACTIONS.

You will see a $ icon and it will say DEPOSIT Click on the DOLLAR SIGN ICON It will ask if you want an adjustment ANSWER NO – DO NOT CLICK YES.

You will be given an opportunity to create a bond. THE BOND HAS BEEN CREATED, DO NOT NEED TO CLICK ON THIS, INSTEAD CONTINUE TO THE BOTTOM OF THE PAGE.

It will list your needed amount of security and the amount of security you have. At the bottom of the page CLICK SUBMIT SECURITY.

You will get a message saying ENROLLMENT IS COMPLETE. Your status will change to PROCESSED and under active it will say RELEASE PRIOR TO PAYMENT (RPP) ​​
